Esta ponencia presenta un avance parcial de la investigación sobre la democracia en los municipios colombianos desde la adopción de la elección popular de los alcaldes. A partir de una conceptualización básica y operacional de la democracia se determinan sus principales dimensiones y se presentan los resultados obtenidos para algunas variables significativas que se han procesado, aplicando técnicas de análisis multivariado. El objetivo final (aún en elaboración) es generar un índice de calidad democrática que permita comparar y explicar los avances (...) y retrocesos de la democracia en los muy diversos municipios colombianos. The COVID‐19 pandemic is responsible for millions of deaths worldwide yet its origin remains unclear. Two potential scenarios of how infection of humans initially occurred include zoonotic transfer from wild animals and a leak of the pathogen from a research laboratory. The Wuhan wet markets where wild animals are sold represent a strong scenario for zoonotic transfer. However, isolation of SARS‐CoV‐2 or its immediate predecessor from wild animals in their natural environment has yet to be documented. Due to incomplete evidence (...) for a zoonotic origin, a laboratory origin is plausible. The Wuhan Institute of Virology is at the epicenter of the pandemic and their work has included manipulation of wild‐type coronavirus to enable infection of human cells. Although stronger evidence supports the zoonotic transfer, inconclusive reports maintain the laboratory leak hypothesis alive. It is imperative to reach a factual conclusion to prevent future pandemics. (shrink)

Quantum mechanics seems to portray nature as nonseparable, in the sense that it allows spatiotemporally separated entities to have states that cannot be fully specified without reference to each other. This is often said to implicate some form of “holism.” We aim to clarify what this means, and why this seems plausible. Our core idea is that the best explanation for nonseparability is a “common ground” explanation, which casts nonseparable entities in a holistic light, as scattered reflections of a more (...) unified underlying reality. Purpose As part of an international study of knowledge of and attitudes to Snowden’s revelations about the activities of the National Security Agency/Government Communications Headquarters, this paper aims to deal with Mexico, taking its socio-cultural and political environment surrounding privacy and state surveillance into account. Design/methodology/approach A questionnaire was answered by 160 Mexican University students. The quantitative responses to the survey were statistically analysed as well as qualitative considerations of free text answers. Findings Snowden’s revelations have had a limited influence (...) over Mexican youngsters’ attitudes toward privacy and state surveillance, although there is a great awareness by Mexican young people of individual rights issues. Practical implications The study results imply a need to build a collective awareness of the importance of the right to privacy and its responsibilities, the available technological options for individuals to exert their own privacy and security and the democratic means to agree and enforce appropriate legal restrictions on state surveillance. Social implications The results of this study based indicate an urgent necessity for providing Mexican youngsters with opportunities to learn more about privacy, liberty, individual autonomy and national security. Originality/value This study is the first attempt to investigate the social impact of Snowden’s revelations on Mexican students’ attitudes toward privacy and state surveillance as part of cross-cultural analyses between eight countries. J. T. Ismael's monograph is an ambitious contribution to metaphysics and the philosophy of language and mind. She tackles a philosophical question whose origin goes back to Descartes: What am I? The self is not a mere thing among things--but if so, what is it, and what is its relationship to the world?

Imagine that we are on a train playing with some mechanical systems. Why can’t we detect any differences in their behavior when the train is parked versus when it is moving uniformly? The standard answer is that boosts are symmetries of Newtonian systems. In this paper, I use the case of a spring to argue that this answer is problematic because symmetries are neither sufficient nor necessary for preserving its behavior. I also develop a new answer according to which boosts (...) preserve the relational properties on which the behavior of a system depends, even when they are not symmetries. (shrink)

ArgumentUp until the French Revolution, European mathematics was an “aristocratic” activity, the intellectual pastime of a small circle of men who were convinced they were collaborating on a universal undertaking free of all space-time constraints, as they believed they were ideally in dialogue with the Greek founders and with mathematicians of all languages and eras. The nineteenth century saw its transformation into a “democratic” but also “patriotic” activity: the dominant tendency, as shown by recent research to analyze this transformation, seems (...) to be the national one, albeit accompanied by numerous analogies from the point of view of the processes of national evolution, possibly staggered in time. Nevertheless, the very homogeneity of the individual national processes leads us to view mathematics in the context of the national-universal tension that the spread of liberal democracy was subjected to over the past two centuries. In order to analyze national-universal tension in mathematics, viewed as an intellectual undertaking and a profession of the new bourgeois society, it is necessary to investigate whether the network of international communication survived the political, social, and cultural upheavals of the French Revolution and the European wars waged in the early nineteenth century, whether national passions have transformed this network, and if so, in what way. Luigi Cremona's international correspondence indicates that relationships among individuals have been restructured by the force of national membership, but that the universal nature of mathematics has actually been boosted by a vision shared by mathematicians from all countries concerning the role of their discipline in democratic and liberal society as the basis of scientific culture and technological innovation, as well as a basic component of public education. Although he begins acknowledging the style of the author of the highly influential Histoire philosophique et politique des établissements et du commerce des Européens dans les deux Indes, then he reproaches him for his lack of practicality, and corrects what he considers to be errors and false assumptions (...) about the origins of the War of Independence and the role of France in the independence movement, Thomas Paine sets out in the Letter the universal dimension of his revolutionary principles. Eclipsed by other works and usually overlooked, the Letter, written in the context of diplomatic negotiations for peace, represents a turning point in the author’s thinking as he began to think in international terms. In 1687 Isaac Newton ushered in a new scientific era in which laws of nature could be used to predict the movements of matter with almost perfect precision. Newton's physics also posed a profound challenge to our self-understanding, however, for the very same laws that keep airplanes in the air and rivers flowing downhill tell us that it is in principle possible to predict what each of us will do every second of our entire lives, given the early conditions of (...) the universe. Before the twentieth century, the Universe was usually imagined as a large spatially extended thing unfolding in time. The past was fixed and the future was open; unfolding was conceived as an asymmetric process of coming into being. Relativity introduced a new vision in which space and time are presented together as a single four-dimensional manifold of events. That, together with the fact that the fundamental laws of our classical theories are symmetric in time, made understanding why the past and (...) future present themselves so differently in our experience one of the central challenges of physics. The last two centuries have seen a great deal of progress in understanding various of the so-called arrows of time: the thermodynamic arrow, the cosmological arrow, the arrow of knowledge or information. There remains an outstanding piece of this puzzle that has seen little progress, one that Roger Penrose described in his beautiful paper Singularities and Time-Asymmetry in 1979 as: “The arrow most difficult to comprehend … namely the feeling of relentless forward temporal progression, according to which potentialities seem to be transformed into actualities.”I will propose that the insight needed to resolve the problem involves taking into account that we are part of the universe and that any attempt to model it as a totality involves self-reference. I will argue specifically that self-reference, against the background of a thermodynamic gradient, creates an instability in an embedded agent’s ability to know the future or even treat it as a potential object of knowledge. That instability captures the sense in which the future remains for her perpetually open and the passage of time resolves openness into the fixity of fact. (shrink)

The role of probability is one of the most contested issues in the interpretation of contemporary physics. In this paper, I’ll be reevaluating some widely held assumptions about where and how probabilities arise. Larry Sklar voices the conventional wisdom about probability in classical physics in a piece in the Stanford Online Encyclopedia of Philosophy, when he writes that “Statistical mechanics was the first foundational physical theory in which probabilistic concepts and probabilistic explanation played a fundamental role.” And the conventional wisdom (...) about quantum probabilities is that they are basic, not reducible to the types of probabilities we see in statistical mechanics. In the first section of this paper, I’ll argue that in fact classical physics was steeped in probability long before statistical mechanics came on the scene, specifically, that an objective measure over phase space is an indispensable component of any informative physical theory. In the next section, I’ll argue that this objective measure is the fundamental form of physical probability and that quantum probabilities can be defined in terms of it. In the last, I’ll raise some questions about the metaphysical status of the fundamental measure. (shrink)

Faria (2021) presenta una extraordinaria discusión sobre temas que rara vez suelen entrelazarse en la tradición analítica: el cambio en el contenido mental, su relevancia para la validez inferencial y las consecuencias que esto tiene para la responsabilidad (tanto en la acción como en el pensamiento). La meta de Faria (2021) es defender que la impermanencia del contenido, la vulnerabilidad de nuestras inferencias, el azar y la falta de control en nuestros pensamientos y acciones forman parte ineludible de nuestra forma (...) de vida. En este trabajo argumentaré que dichos argumentos son exitosos, aunque pondré en duda las consecuencias específicas que Faria (2021) obtiene de estos, argumentando que si bien hay impermanencia, vulnerabilidad y azar, no son tan radicales como para afectar nuestra concepción intuitiva de contenidos, creencia y racionalidad. What do we mean when we describe the history of the Caribbean as traumatic? Is it possible to use the term ‘trauma’ here in a more technical sense, or should we give it the less strict connotation of an extreme form of an event in which the past no longer stays just in the past and the future never ceases to demand something from the present? In this paper I analyze the image of the abyss, used by Édouard Glissant to (...) evoke poetically one of the beginnings of the Caribbean, as leading to a paradox on the attitude toward history: Caribbean communities have been burdened with a non-history that feels, at the same time, like too much history. I show that this image resembles the paradoxical structure of trauma developed in the works of Cathy Caruth, according to whom trauma is a paradoxical structure of experience in which the subject (or a community) is painfully possessed by an image that they have barely perceived and that is so minimal that it cannot be controlled. However, I argue, there are limits to this resemblance. I focus on the question whether the (traumatic) paradox is escapable in this region of the world, that is, whether Caribbean communities can be de-traumatized, and what are the connections of this possibility with the question, central to Glissant, of decolonization. In order to answer these questions, I analyze a central feature of the Caribbean history according to Glissant, transversality, to show in what way the paradox of history can be loosened. (shrink)

Pero, esto hay que aclararlo, pues en el prefacio de la obra el autor anuncia que: “En este texto abrazaremos la ambigüedad, introduciendo a los estudiantes en la lógica filosófica en ambos sentidos” (XVI). ¿Cuál ambigüedad de sentidos (...) es esa? Se trata de la ambigüedad que se escondería en el término mismo philosophical logic, pues podría ser entendido en los siguientes sentidos: referido a una investigación de los conceptos, alcances y propiedades y bases teóricas y filosóficas centrales de la lógica, o bien como el desarrollo técnico de determinados sistemas lógicos, en sus métodos y operatorias. En este texto reconstruyo una concepción decolonial de la belleza, a partir del pensamiento de Robin Wall Kimmerer y Édouard Glissant, de acuerdo con la cual la belleza constituye una condición del mundo que, no obstante, debemos cuidar. En estos dos pensamientos, provenientes de tradiciones diferentes, la belleza es tanto lo que se ve amenazado por el proyecto colonial occidental, como lo que permite su resistencia decolonial. Reconstruir la belleza del mundo es necesario y, sin embargo, imposible: su búsqueda implica (...) no solo atender al llamado de las diferencias, sino también a las instancias en las que se niegan a ser escuchadas. In this article, we apply the literature on the ethics of choice-architecture (nudges) to the realm of virtual reality (VR) to point out ethical problems with using VR for empathy-based nudging. Specifically, we argue that VR simulations aiming to enhance empathic understanding of others via perspective-taking will almost always be unethical to develop or deploy. We argue that VR-based empathy enhancement not only faces traditional ethical concerns about nudge (autonomy, welfare, transparency), but also a variant of the semantic variance problem (...) that arises for intersectional perspective-taking. VR empathy simulations deceive and manipulate their users about their experiences. Despite their often laudable goals, such simulations confront significant ethical challenges. In light of these goals and challenges, we conclude by proposing that VR designers shift from designing simulations aimed at producing empathic perspective-taking to designing simulations aimed at generating sympathy. These simulations, we claim, can avoid the most serious ethical issues associated with VR nudges, semantic variance, and intersectionality. (shrink)

La Carta al Abate Raynal fue publica por primera vez en 1782 como respuesta a la aparición, un año antes, de la traducción al inglés del relato del Abate Raynal sobre la Revolución en América. Aunque empieza reconociéndole su estilo al autor de la muy influyente Historia filosófica y política de los establecimientos y del comercio de los europeos en las dos Indias, le reprocha su falta de sentido práctico, y corrigiendo lo que consideraba errores y falsas suposiciones sobre los (...) orígenes de la Guerra de la Independencia y el papel de Francia en el movimiento independentista, Thomas Paine expone en la Carta la dimensión universal de sus principios revolucionarios. Eclipsada por otras obras y pasada por alto, la Carta, escrita en el contexto de las negociaciones diplomáticas para la paz, representa un punto de inflexión en el pensamiento de su autor al empezar a pensar en términos internacionales. ABSTRACT:This paper re-examines the import of Rawls’s theory of justice for private sector institutions in the face of the decline of the welfare state. The argument is based on a Rawlsian conception of justice as the establishment of a basic structure of society that guarantees a fair distribution of primary goods. We propose that the decline of the welfare state witnessed in Western countries over the past forty years prompts a reassessment of the boundaries of the basic structure in order (...) to include additional corporate institutions. A discussion centered on the primary good of self-respect, but extensible to power and prerogatives as well as income and wealth, examines how the legislator should intervene in private sector institutions to counterbalance any unfairness that results from the decline of the welfare state. Resumen Las tecnologías digitales han transfigurado el campo del arte teatral y vienen produciendo una serie de mutaciones que afectan la tradición perceptiva del espectáculo vivo. Para acercarnos a esos nuevos modos de comunicación que establece hoy el teatro, robustecido en el cruce con estas tecnologías, acudiremos al concepto de remediación planteado por Bolter y Grusin, para examinar en dos performances representativas de la escena latinoamericana del siglo XXI (Sin sangre, de Teatrocinema, yOthelo, de Buendía Theatre), las maneras cómo la (...) opacidad del medio (hipermediación) o su transparencia (inmediación) contribuyen a la construcción de las poéticas tecnológicas sobre la escena misma. Abstract Digital technologies have transfigured the field of theatrical art and have been producing a series of mutations that affect the perceptive tradition of live performance. To approach these new modes of communication that theater establishes today, strengthened in the intersection with these technologies, we will turn to the concept of remediation proposed by Bolter and Grusin, to examine two representative performances of the Latin American scene of the 21st century (Sin Sangre, by Teatrocinema, and Othelo, by Buendía Theatre), the ways in which the opacity of the medium (hypermediation) or its transparency (immediacy) contribute to the construction of technological poetics on the scene itself. The chance of a physical event is the objective, single-case probability that it will occur. In probabilistic physical theories like quantum mechanics, the chances of physical events play the formal role that the values of physical quantities play in classical (deterministic) physics, and there is a temptation to regard them on the model of the latter as describing intrinsic properties of the systems to which they are assigned. I argue that this understanding of chances in quantum mechanics, despite being a (...) part of the orthodox interpretation of the theory and the most prevalent view in the physical community, is incompatible with a very wide range of metaphysical views about the nature of chance. The options that remain are unlikely to be attractive to scientists and scientifically minded philosophers. (shrink)

A lo largo de la historia el ser humano ha sentido interés por el fenómeno del movimiento y su vínculo con la ilusión de vida; diferentes mecanismos y sistemas articulados se han construido con el fin de insuflar vida en seres inertes. El presente artículo reflexiona sobre la cualidad móvil del acto creador presente en diferentes campos socioculturales, desde el misticismo hasta los avances tecnológicos. Se parte del enigma del anima, y su conexión con los creadores, denominados ejecutantes y sus (...) creaciones, denominadas “avatares encarnados”. Se analizan las relaciones de control-libertad, dependencia-independencia entre el ejecutante y su “avatar encarnado”; como también el grado de aceptación que tiene la audiencia al ver las creaciones reproducidas bajo el dispositivo diacrónico. La transición del autómata al personaje animado constata la evolución de los sistemas de representación y reconocimiento del movimiento. (shrink)
